DescriptionDiscusses plague investigation in India. Is directed by Sir Henry Roscoe, Chairman of the Institute, to submit suggestions for solutions to urgent plague problems and for a suitable agency to carry out the investigation into plague. Gives some background into plague in India and notes what information is needed (about the habitat of the plague, and how it enters the human body).

After discussing it with Michael Foster, submits a plan for a scheme: to form a small scientific Advisory Committee, to appoint investigators (two from England and two from the Indian Medical Service), draw up a plan, and supervise the work. Discusses the expenses involved, and laboratory facilities.
