DescriptionInforms Sir Michael Foster that his earlier letter [CD/26/1] was taken as an official communication to say that the Council had decided to ask Halliburton to be Secretary, and did not mention any later Council meetings to make the final decision. Points out that when Halliburton wrote back in terms that clearly understood he consented to and would be the next Secretary, Foster did not correct him. Still hopes that the news contained in the new letter [CD/26/4 - that Sir Archibald Geikie has been nominated for Secretary instead of Halliburton] is not the final decision.
