DescriptionRaises the question of whether, once peace has been established after the War [World War 1], the Germans should be re-admitted into the scientific work of certain international institutions and societies. Suggests the Allies take a strong initiative. Also suggests a positive work of reconstruction, building a new system of allies and neutrals, and then the admission of central powers could follow in peace time.
