DescriptionDescribes his journey so far, explaining that the 'accomodation was not so good but I came on in in fain comfort wit ha Major Bradshaw as cabin companion'. Finds that the Governor [of East Africa] has no instructions from the Colonial Office to give Roscoe railway passes or let his things pass through customs free of duty. Discusses extra costs. Has met the Governor, who has promised any help he can, but Roscoe sums this help up as 'you may go into the country'. Thinks it might be desirable to have the Colonial Office look into the matter, as he had hoped to have a signed letter from Lord Milner telling the Governor to give Roscoe free customs and railway passes. Worries that similar trouble may await in Uganda. Notes that he has not employed a photographer yet 'because they ask such large wages'. Notes that Ruanda and Jrundi [Rwanda and Burundi] have been given to Belgium.
