DescriptionExplains the three questions that needed investigating:
1. How far are the available funds sufficient to publish scientific work of a high standard
2. How can the isolated scientific worker be kept in touch with scientific developments (the 'lonely worker' problem)
3. How advisable is it to start a Press Service and journal (similar to the Scientific American).

Notes that these require large amounts of work, and that the 'lonely worker' question is urgent.

Thinks that the Council could apppoint a small committee with a paid secretary. Then recommends a better plan - that Dr [Gilbert Charles] Bourne should create a small committee and undertake an enquiry into it.
