Russell has been asked to approach the Royal Society by the Institution of Electrical Engineers and the Physical Society, with a view to finding out how best to celebrate the event. Russell notes the national celebration for Ampere in France the year before and the difficulties arising from American engineers coming for the British Empire Exhibition in 1924. Requests an appointment.
