Commencing with a list of Council members present: Thomas George Bonney; Captain Ettrick William Creak; James Dewar; Michael Foster (Secretary); William Dobinson Halliburton; William Abbott Herdman; Victor Horsley; Alfred Bray Kempe (Treasurer); Joseph Larmor; Sir Andrew Noble; Edward Bagnell Poulton; William James Russell; Arthur Schuster; Dukinfield Henry Scott; George Johnstone Stoney; Joseph John Thomson; the President, Lord Lister, in the chair.

Among matters discussed or noted:
1. Minutes of the last meeting read and approved.
2. Deaths of Sir Douglas Galton, Lord Herschell, Professor William Rutherford and Professor Sophus Lie.
3. Treasure and Vice-Presidents attended the funeral of Sir Douglas Galton.
4. Professor H. Kayser to be invited to the Fellows' 'At Home'.
5. The Naval Hydrographer communicated that H.M.S. Research would not be available this year for Dr. G. H. Fowler, but would be next year; application to be made to the Admiralty accordingly.
6. Letter from the Secretaries of the Royal Astronomical Society, agreeing to the new terms of governance for the Joint Permanent Eclipse Committee.
7. Report of the Soiree Committee fixing dates, expenses and invitations for the annual soirees.
8. No action to be taken on the proposal for a dinner in summer.
9. Report of the Floating Observatory Committee, full text entered into the minutes: on a proposed investigation into North Sea and Baltic fish stock, by the Swedish Government, accepted by H.M. Government. The committee recommend that the programme be extended to the North Atlantic and Gulf Stream. Secretaries to write to the Government accordingly.
10. Report of the Antarctic Committee, on the possibility of private funding for an Antarctic Expedition, the Presidents of the Royal and Royal Geographical Societies to request a deputation to the Prime Minister.
11. Letters of approval from foreign Academies in support of an International Association of Scientific Academies.
12. Approval of a scheme for a National Physical Laboratory given by the Treasury. Draft scheme of organization, full text entered into the minutes.
13. Letter from the Charity Commissioners approving amendemnts to a scheme for the management of Chelsea Physic Garden; Dr. D. H. Scott appointed to the committee of managment.
14. Professors Rucker and Perry attending the Treaury, to discuss the effect of electrical power on Royal Observatories.
15. Re-appointment of Sir John Evans, Michael Foster and Hugo Muller to the Lawes Agricultural Trust Committee.
16. £25 from the Publication Fund granted to the Marine Biological Association, for the production of charts on English Channel fauna and bottom deposits.
17. £55 from the Publication Fund and £12 from the Donation Fund granted to Dr. A. M. W. Downing of the Nautical Almanac Office, for the printig of Dr. Newcomb's tables.
18. £50 from the Donation Fund awarded to Professor Schafer, in support of researches into the nervous system.
19. Application from Dr. A. Ransome for support on research into the virulence of the bacillus of the tubercle; Ransome advised to apply to the British Medical Association.
20. £50 from the Donation Fund in support of Mr. J. E. S. Moore, for an expedition to the basin of Lake Tanganyika.
21. Senior Secretary reported that the contents of Down House were to be dispersed; a communication to be sent to George Darwin, noting that the Royal Society would like to take custody of any effects to be preserved as a memorial.
22. List of candidates for Foreign Membership from the Suggestion Book circulated; selection of names for nomination deferred.
23. A committee formed to consider changes to regulations on the election of privileged classes of Fellows.
24. Letter to be addressed to proposers of unelected candidates, asking if they wish candidature to continue.
25. Application from Mr. W. England to consult a paper by Dr. Pring, approved.
26. Letter of thanks from the Secretary of State for India for advice on Indian Observatories; steps for reorganisation forwarded to the Royal Society and referred to the Observatories Committee.
27. Letter from the Sanitary Institute inviting attendance of delegates at a Congress in Southampton; no delegates to be appointed.
28. Portrait of Dr. Percival Frost presented by Mrs. Frost.
29. Letter from the India Office, forwarding Trevandrum Observations for distribution.
30. Library and offices closure for Easter and Whitsun.
31. Extension on admission to the Fellowship granted to G. J. Shaw Lefevre.
32. Letter from Rear-Admiral Pearson acknowledging the thanks of the Society for assistance to the Coral Boring Expedition.
33. Leave granted to reprint papers.
34. Leave granted to Professor A. C. Dixon to borrow his archived paper for copying.
35. Bill for electric lighting.
