CitationHas devoted himself for many years, by his writings and other public efforts, to the advancement of Sanitary Science and State Medicine, especially in the following respects: - The improvement of Vital and Sanitary Statistics; the Scientific investigation of the causes of disease and mortality; the principles and methods of Public Health organization and administration; the promotion of a Legal Qualification in State Medicine for Officers appointed to inquire and advise in matters of Forensic Medicine and Hygiene.
He received the degree of Doctor of Medicine, honoris causa, from the Dublin University, in consideration of the above mentioned writing and labours.
