Chairman of the Royal Commission on the Sea Fisheries, with Professor Huxley and Mr G Shaw Lefevre MP, which, in 1863, 4, & 5 visited and held inquiries at 86 of the of the more important fishery ports of the United Kingdom, and whose report, with the evidence, may be said to have mainly influenced subsequent legislation on the Sea Fisheries. After several years perseverance, carried in Parliament a motion which led to the annual collection of the Agricultural returns of Great Britain, which, among other important results, supply a reliable basis for computing, after each harvest, the probable Home supply, and Foreign requirements of corn, and also provide a trustworthy record of facts for Scientific deductions. Author of "English Agriculture in 1850-1"; "American Prairie Farming"; "The Irish Land question"; "Our Daily Food"; "Letters in the 'Times' on the price and supply of corn, and on the Labour question". Eminent as a writer on Agricultural and Statistical subjects.
