DescriptionAcknowledges that David Wilson Barker and James Mackenzie Davidson's suggestion regarding the flying of kites from lifeboats after a shipping casualty as a means of attracting attention is one that has much to recommend it. However, owing to the possibility that this device may be used as a decoy by enemy ships, the Board of Trade do not advise that British ships be provided with kites for that purpose.
