Admits it [Panizzi's letter to the Duke of Sussex] deserves reprobation as well as exposure, but he cannot bring himself to inflict such chastisement. Adds and explains alterations he has made to the paper. Concludes that having the paper signed by '"a member" of the catalogue committee' will sufficiently narrow the inquiry if no secret is made about the writer.
