DescriptionThere seems to be confusion in Vienna about the International Association meetings and Schuster's membership of the Council. As Harrison has found that some communications which should have gone direct have not been received, it seemd to him that Schuster may not have received copies of the proposals which have been put forward for the Council meeting in May. He is therefore enclosing copies of all that have been sent form Vienna.

States Schuster never returned the summons for the May meeting. Harrison asked for it for the Council. He ought to have sent Schuster a copy and left the original, but was hard pressed at the time.
