DescriptionWith reference to Hicks' letter of the 7th addressed to the Secretaries, it is a rule that the tickets of invitation to the Soireés are not transferable, and while regretting that Hicks' health will not enable him to be present, the Secretaries do not feel able to break this rule on account of the crowded state of the rooms.
