Description | Encloses the protocol of the recent meeting of the Provisional International Committee of the International Catalogue [not attached], which will require the very serious attention of scientific men.
Describes how the German Government have warmly taken up the matter and the German Government's proposed plan to establish a Central Regional Bureau in Berlin. The German authorities wish as far as possible to confine the [catalogue] entries to one for each paper and to abandon the proposed use of subject entries. If these conditions were rigidly insisted on the authors do not think public scientific opinion in England would support the Catalogue.
A modus vivendi was proposed at the Conference which may afford an opportunity for the trial of different methods by allowing considerable latitude to the different regional Bureaux. The authors are not at all sure the Royal Society will accept this compromise but are sure the decision will be largely affected by American opinion. Details seven points to which the author's think the attention of the Royal Society should be drawn.
Notes this letter is not from the Royal Society and as such the authors have written more frankly than they could have in a formal document. Leaves it to Langley's discretion how much of the contents should be communicated to those who may assist in determining the attitude of America in the matter. The authors are anxious to know the opinion in America on the points at issue. |
