The Committee of Papers must consider the matter next week. Meanwhile they must treat Elliot as independent. Queries Foster's opinion of [Alexander] Buchan or [Arthur] Schuster as referees. Thinks they ought to tell the referees that the paper must be considered as part of the General Eclipse work.
