Asks if the President either himself or in conjunction with Professor [George Downing] Liveing will draw up such a statement as Sir J Wolfe Barry suggests, or if he should draft something and submit it to the President. Also encloses a letter for His Royal Highness the Duke of Connaught [not enclosed].
