DescriptionLarmor explains that Smith's paper has been referred by advise of the Committee on Mathematics, and he regrets that the report was unfavourable for publication in Proceedings of the Royal Society and the referee suggests he consult M Levy's publication on the subject in order to see the extent of existing literature.

As the paper has not be formally read it can be withdrawn, otherwise it will await the decision of the committee.
