Replying to your note of the 7th instant, no reply has been sent from this office direct to Mr Lacy. The enquiry on the subject of his complaint have been addressed here by the Board of Trade, our reply was sent to your officer in the belief that it would be communicated to Mr Lacy; and Mr Lacy has been informed that the correspondence has been so dealt with.'
