I am sorry to trouble you on your holiday; but the enclose, received today, seems to require immediate action.
Should not the India Advisory Committee meet to consider it? If so I suggest Wednesday May 25, the daye before Council. I have written India Officer for further copies of printed enclosure, and will print Ms [manuscript] enclosure as son as you send it back.
Please return documents and minute as to action.' [no enclosure]
