Larmor discusses that background to this reduction, including the retirement of Sir John Elliot from the office of the Meteorological Reporter and circumstances that have led recently to a large diversion to other duties of the expert scientific staff.
The President and Council having reason to believe that the scientific foundation of the Meteorological service had thus come in to an unstable and critical condition, submitted the subject for the advice of their Observatories Committee and Larmor communicates hat reply - a recommendation that another permanent Assistant of high scientific qualifications be appointed..
Larmor states that the President and Council have considered and adopted this resolution.
