Description'Dear Sir,
I am instructed by the Secretaries to send you a loan, to assist you in rewriting your paper, the MS. [manuscript] which has been placed in the Archives. I am to say that this MS. is lent on the strict understanding that no alteration whatever is to be made in any part of the MS, and that it is returned here afterward in the same condition as that in which it is now sent.
