|25 March 1919
|Refers to the license recently granted to Mr. [John] Roscoe for his expedition to Uganda. Draws the Under Secretary's attention to the fact that the initial request included the transportation of many other articles besides tea and sugar. As the matter has now become urgent, asks that assurance is given that the necessary license is being forwarded for all the equipment and supplies ordered for the expedition.
