Your note of July 30th came before the Council on two occasions, but they found themselves unable to deal with it in the exceptional way suggested. I therefore inclose herewith a form of application which, if you will fill up and return before the last day of this month, will be considered at the forthcoming meeting of the Government Grant Committee.
