DescriptionFoster is directed by the President and Council of the Royal Society to enclose a copy of the report of a Committee to which Godley's letter of 30 April 1886, relative to Colonel [John] Herschel's pendulum observations, was referred by the Council. The President and Council have referred to the same Committee the last paragraph but one of the report, with the view of ascertaining whether it is practicable to carry out the suggested experiments at the Greenwich and Kew Observatories at the Society's own expense.

Copy enclosure comprises the report of the Committee appointed to advise the Council as to their answer to the India Office, in reply to their questions concerning the publication of Herschel's manuscript and concerning his proposal for future work. The Committee having read Herschel's manuscript and considering the great discordances in differential results obtained between Kew and Greenwich, agree that further experiments will be necessary and therefore do not advise Herschel's manuscript should be printed. With respect to Herschel's proposals concerning a continuation of his bibliographical work, which Lord Kimberley requested the Royal Society to consider, the Committee have not sufficient confidence in the utility of the work to undertake recommending its continuance to the Indian Government.
