DescriptionFoster is directed by the President and Council to transmit to his Lords for their consideration the accompanying memorandum [not attached], which sets forth the financial difficulties attending the adequate publication of scientific papers.

Should the Lords feel able to adopt the suggestion made in the memorandum and direct a grant to the Royal Society in aid of scientific publications to be placed yearly on the estimates, the President and Council are prepared to take all possible pains to ensure that the money shall be spent in a manner most advantageous to science. They would propose by means of it to assist their own publications but also to ensure the adequate publication in other channels, and in other ways, of scientific matters, the publication of which is demanded in the interests of science.
