Title	Copy letter from Michael Foster, to the Secretary, Her Majesty's Treasury

Description	The President and Council of the Society have through their 'Challenger' Committee carefully considered to which institutions the 58 complete sets of the 'Challenger' Reports, mentioned in the Secretary's letter of 3 April, might with best advantage be presented. Encloses a list of the institutions [not attached, annotated as recorded in Council Minutes]. Discusses how the selection was made; primarily a matter of placing copies in places where they may be expected to prove of most use for the progress of science. Places have been chosen so that in almost all parts of the world where scientific study and investigation are being carried on, one copy at least should be available. Some places which are not centres of indigenous activity have been chosen as they are very likely to be visited by exploring expeditions. Institutions with enough resources have not been placed on the list as they should be able to purchase the work themselves. In addition to applications for complete sets, an application from Mr R R A Richards, paymaster-in-chief, Royal Navy, retired, for a copy of the two last volumes is submitted for the Lords to consider as is a similar application from Dr Wallich, who in his early days did admirable work in deep sea biology. Discusses a special applications from; the Philosophical Institute of Paisely, the Scottish Geographical Society and the Zoological Society of London. It is probable that further applications for the report will be made and Foster advises that of the sets remaining after the distribution of the 58, a certain small number should be reserved, in case all are not immediately sold, so that should future applications be made copies might be granted to such as seemed adequately urgent.
