DescriptionFoster explains that the Royal Society's delay in responding to Anderson's letter of 24 September, referring to a despatch from H M Minster in Brussels about the creation in Brusssels by Royal Decree of an International Office of Bibliography, was due to communications between the Society and the Institution in question.

The Society have now been informed that the Institut Bibliographique, due to their appreciation of the importance of the proposed conference, have decided to suspend their activity with regard to scientific literature until the conference has been held and its results communicated. Foster is directed to request that this be made known to the Belgian Government, as the aforementioned despatch implied the Institut was an obstacle to the Government sending delegates to the proposed conference.
