DescriptionFoster, in response to Sanderson's letter of 14 March, states that the observers from England will consist of two parties, with Professor Herbert Hall Turner and Captain Hills being due to arrive at Yokohama on 6 July, to be conveyed soon after to Yezo. The Astronomer Royal is not due to arrive at Yokohama until 27 July, and will again be conveyed to Yezo soon after by the vessel which will have returned from the first party.

He states that the spot near Yezo selected for observation is Kusuro. Foster also states that the observers named are not taking any trained assistants, and so will rely on the officers and men of the ship of war. As a consequence, Foster asks that Sanderson obtain from the Japanese Government permission for the landing at Yezo of as many of the officers and men as the observers find necessary.

Foster also sends thanks for Sanderson's letter of 16 March, with its enclosure announcing that the Government of Norway will offer facilities for observers in that country.
