Adverting to your communication of February 17th covering a note from the Swiss Government respecting the proposed Conference to discuss the project of a Catalogue of Scientific Literature, in which note information is asked concerning the programme of the Conference, I have now the honour to inclose for communication to the Delegates (whose names we have not yet received) a paper of printed suggestions concerning the procedure at the Conference.
