DescriptionAt the last meeting of the Scientific Relief Committee Kempe asked Harrison to ascertain the origin of the paragraph pasted inside the Minute-book relating to the Chartered Societies, whose Presidents may recommend cases for relief.

The paragraph was one of the articles of a statement of suggestions made by the Fellows of the Society to the Council in 1859 in favour of the establishment of a Relief Fund, and the article was adopted without variation by the Council, and subsequently embodied in the scheme afterwards prepared and adopted for the administration of the Fund and has been carried forward to this day, varied only by the addition of Societies from time to time.

The word 'Chartered Scientific Societies' runs through all the editions of this paragraph but Harrison finds no where that particular stress was laid upon the 'Chartered' element.

As the scheme embodying these regulations was presented to the Council of the Society and approved by them, and as the Committee is composed exclusively of Fellows, Harrison imagines there can be no question as to the power of the Council to alter the wording on this regulation with the view of making it more comprehensive. The large sum of £13,000 now standing to the credit of the fund would seem to point in the direction of extension rather than restriction of the benefits of the fund.
