DescriptionEncloses a proof of the Scientific Relief Regulations [not attached] which Harrison has been through and after consultation with the Treasurer [John Evans] in respect of section five, has modified in pencil to accord with the actual practice. Has also inserted Section 14 in order to express definitely what Harrison believes has always been the practice, except that the limit of £100 is his own idea.

If Kempe approves of the draft as it now stands, or will make any additions or amendments, he would be glad to have these as soon as possible as Dr [Michael] Foster decided only on Friday that it ought to come before the Council next Thursday, and Harrison has to get it printed off and circulated before then. Harrison is confined to the house with a bad cold otherwise he would have seen Kempe about this matter. If Kempe has time to pass through this evening they might settle the matter together.
