DescriptionApplications for the 'Challenger' reports continue to drop in and the Society are allowing them to accumulate before contacting Mowatt. However Foster feels inclined to make a bold suggestion that, supposing the Lords [of Admiralty] are willing to give away broken sets, it would be best to give these to the Society at once and they could then decide immediately on any applications made to the Society.
