DescriptionHarrison does not see how he can act upon the enclosed letter from Mr Dyer [not attached] in the face of explicit provision of the Standing Orders that a 'Philosophical Transactions [of the Royal Society]' paper shall be brought under the consideration of the Sectional Committee, who shall obtain opinions from two referees, unless the last sentence of Standing Order 43 is intended to provide for the passing of papers without references.

Harrison does not feel justified in acting on the 'ipse dixit' of the Chairman of the Sectional Committee. Wonders if Foster will contact Dyer and let Harrison know how he should proceed.
