DescriptionWith reference to the Under Secretary's letter of the 29 September stating the Secretary of State for the Colonies has requested the Governor of Ceylon to obtain facilities for the transhipment of the party going to observe the Solar Eclipse, and for the passing of their baggage without examination by the Customs officials, Rucker is informed by the Solar Eclipse Committee that it is considered desirable for each observer to have a certificate to enable them to pass through the Custom house at the place of landing. Asks if the Under Secretary will furnish authorization to Sir J N Lockyer and his party to land and embark or tranship their instruments and effects at Colombo, where they are expected to arrive on the 'Lusitania' on 4 January 1897.
