DescriptionThe letter of Dr Common was laid before the President and Council, who reply that the Joint Permanent Eclipse Committee (J.P.E.C.) is under a misapprehension as to its relations towards the Government Grant Committee. The relations has been defined before as the Committee of the Royal Society being as partners with the Royal Astronomical Society in the Committee but does not enter into the relations of the Committee towards the Government Grant Committee.

The J.P.E.C., like all other Committees applying for grants, is subject to the regulations under which the Government Grant is administered. One such regulation is that all grantees should render an account of the expediture of the grants made. The statement of expenditure made by the J.P.E.C. is not satisfactory is the opinion of the Review Committee.

Hope that in respect to the grants of 1896 and 1897 an adequate report of the manner in which the money granted to the Committee has been expended will be supplied to the Government Grant Committee. Regarding the suggestion of the Review Committee that the observers who will receive the money should be named in the application, the answer obtained in Dr Common's letter does not appear adequate. The Review Committee have expressed an opinion and it is the duty of the President and Council and not as partners with the Royal Astronomical Society in the J.P.E.C. to consider whether action should be taken upon that opinion. Wish to know the views of the J.P.E.C. That Committee may probably see objections to the proposal of the Review Committee. The President and the Council do not wish to put any hindrances in the way of the J.P.E.C. carrying out the important investigations which they undertake.
