DescriptionForwards a copy of the report of Lord Rayeligh's Committee on the establishment of a National Physical Laboratory and also a copy of a letter on the subject from the Treasury to the President [Joseph Lister, no enclosures]. The Council are prepared to accept the superintendence of the laboratory and a draft letter to Her Majesty's Government on the subject is under consideration. It is thought that further negotiations with the Treasury and communications with the Kew Observatory Committee can best be carried out by a small Committee.

Council has appointed the following as members of this Committee; Lord Rayleigh [John William Strutt], Sir Andrew Noble, Sir J Wolfe-Barry, Professor [Robert Bellamy] Clifton, Mr Kempe, Professor J J Thomson and Francis Galton, Chairman of the Kew Observatory Committee. Hopes the recipients will consent to serve on the Committee.
