DescriptionThe Secretaries are directed by the President and Council to say that Lockyer's letter and memorandum of 28th November have been carefully considered, together with the other communications which have passed between himself, the Secretary of the Joint Permanent Eclipse Committee and Professor [Arthur William] Rucker.

Council regret Lockyer was not present and the meetings of the Committee or sub-Committee at which the arrangements for the forthcoming eclipse were discussed.

Council agree with the view expressed by the Joint Permanent Eclipse Committee that the application Lockyer made for £150 last July was vague. There was no hint that the new experiment had been devised since the date of the application of the grant for £500, and had not been included in the estimates on which that application was based. Explains why the Council are not unwilling to consider Lockyer's request.

Council propose to request Board B to consider Lockyer's application together with the correspondence which has taken place with the Joint Permanent Eclipse Committee on the subject, and also to consider the detailed estimates of the whole cost of the eclipse expedition. Council will also request the Joint Permanent Eclipse Committee to lay before Board B a statement of how the grant of £500 and the £200 reserved from past grants is to be expended, and in particular what is the scientific object of the various investigations. If Board B report that Lockyer's application is important and the sum already voted is required for scientific purposes which they approve, the Council will be prepared to grant Lockyer's application.
