Encloses a copy of a report made to Council on the financial prospects of the International Catalogue of Scientific Literature. Regarding this matter the Council agreed yesterday that the Royal Society shall be nominally the publisher of the Catalogue and is also prepared to borrow or lend the £4,000 capital which may be required to float the undertaking. Encloses a copy of a draft letter which it is proposed to send to the delegates of foreign countries who attend the Conference, from which Spring-Rice will see that no reference is made to the guarantee of the English Government. Encloses draft copies of two agreements between the Royal Society and Messrs Harrison in two capacities; as agents to the publishers and as printers.

Forwards these documents before issuing them as the Society are desirous of being assured that in the opinion of the Treasury, they are making proper use of the Government guarantee.
