DescriptionLucas' letter of 11 September enclosing reports by Sir W C Twynam and Captain J Donnan, has been laid before the President and Council of the Royal Society, and Harrison has been directed to make the following reply, which he has been assisted in making by the memoranda by the Director of the British Museum (Natural History), and Professor Herdman.

It appears from Sir Twynam's report that the Ceylon Pearl Fisheries, if maintained in a satisfactory condition would probably yield very large commercial profits but they are not presently in such a satisfactory condition as could be desired. As the Director of the British Museum has stated, a thorough scientific investigation will in all probability bring about scientific results of great importance and valuable commercial benefits.

Briefly states how such an investigation should be conducted noting it will call for considerable expenditure and briefly states why Professor [William Abbott] Herdman would be a suitable investigator.
