DescriptionPresident and Council have come to the conclusion that the problems occurring in the investigation of Sleeping Sickness are not such that any useful purpose would be served by instituting such a commission as mentioned in their letter and enclosures from H M Minister at Brussels and from the Congo Government.

Suggests that Lord Lansdowne might make it known to the Congo Government any results which may be obtained by the commission presently at work in Uganda, and to offer any facilities the Congo Government may wish for observers to work in concert with the English ones.
