DescriptionEncloses a copy of a letter to the Foreign Office which it is proposed to send relative to the seismological conference [not enclosed]. The letter will not[?] actually be sent until the Council approves it when it meets on 27 November. The matter being pressing, Foster has ventured to send the draft on the probable supposition that it will be approved without serious amendment.
