Foster outlines the history of the Commission for the benefit of Lord George Hamilton, explaining that it originally consisted of Drs Low, Christy and Castellani, but their results did not furnish a complete solution, so Lieutenant Colonel [David] Bruce was despatched. If Captain Greig joins the Commission, he should place himself under the directions of Bruce. |
