DescriptionA new certificate with be necessary for Dr Plimmer, as his certificate cannot be re-suspended, as he was not a candidate last year. Harrison presumes the misunderstanding occurred when Waller did not follow through the new rule that certificates and requests for re-suspension must be sent in by the end of the year preceding that election. The six signatories for Plimmer are accessible, and still in London.
