DescriptionThe President and Council have had under their consideration the Secretary's letter of 26 December 1904, 21669/04, relating to the future organization and endowment of the National Physical Laboratory [NPL], and have obtained the views of the Executive Committee of the NPL regarding the proposals therein contained. Encloses for information the memorandum of the Executive Committee [not enclosed].

The proposals of their Lordships, modified as regards the two points mentioned by the Executive Committee; the limitation of the salaries of the Superintendent of the Observatory Department and a prospective Superintendent of the Physics Department, are so far satisfactory that their execution will allow the Society to continue to be responsible for the management of the laboratory.

The President and Council agree with the Executive Committee that more substantial emoluments than those usually open to assistant lecturers and demonstrators at University colleges are required to secure the services of men qualified for the more responsible part of the work of the NPL. Undue economy would be detrimental to the success and public authority of the NPL.
