DescriptionWill certainly show his letter of 15 November to Dr Scott. Harrison explains that the Standing Orders provide that every paper for 'Philosophical Transactions [of the Royal Society]', shall be sent to at least two Fellows, frequently members of the Committee. It would be impossible to send the papers to every member of the Committee, as they are generally in the hands of referees up to a very short time before a meeting of the Committee. Further explains the procedure of Standing Orders.
