DescriptionThanks him for his letter, and returning the letter from Mr Gamble. Hopes that it did not seem like Harrison was conveying the impression that any official obstacles are placed in the way of members of the Committee seeing papers. The difficulty is simply one of practical possibilities. Perhaps some simple machinery might be devised for informing all of the members of the Committee, or selected ones, of the receipt of papers, so that they might have an opportunity of expressing their wish to see them, and this might give the Chairman a lead in nominating referees.
