DescriptionHarrison's delay in answering Professor Cheyne's letter was to see whether he could obtain authority for departing from usual practices for the signature of certificates. Harrison has been directed to say that it is impossible under the regulations to allow a certificate of a candidate to go out of the House for signature, but that any imitation from Lord Lister with regard to Mr Morris's claims would be communicated to Council.
