DescriptionThe paper was originally thought to be too diffuse for 'Proceedings [of the Royal Society]'. It was referred to [a referee?] and the report has come back unfavourable, but considers that there is enough material for a shorter paper. Larmor fears that the Physics Committee may ask for a reduction to one third of its length. Some suggestions from the referee are enclosed for his consideration [no enclosures].
