Description'Sir,
I should be glad to know what are the rules with regard to the delivery of telegrams by your telegraph messengers. Are they justified in dropping a telegram into the letter-box and ringing the bell, or are they under an obligation to deliver the telegram by hand? The enclosed telegram on Monday last was dealt with in the former manner, and it is important for me to know whether it is regular practice for telegrams to be dropped into the letter-box. I can vouch personally for the circumstances in this case.'
