DescriptionSir John Hay gave Rix his letter before closing it and Rix explains why he strongly thinks Hay is confusing last year with the year before, regarding the re-suspension of a certificate. Rix is certain Sir Hay never made an oral application to himself for the current year though there is no proof positive that such an application may not have been made to someone else in the house. Rix encloses the new form [not attached].
